I’m really surprised they haven’t tried to get that thing out of there yet. Where it’s resting is inside the navigation channel and being a boat of that size in a relatively shallow channel it does pose a navigation risk. I suppose since it’s near the edge of the channel and all the big commercial traffic goes through the black rock canal it’s not a big priority though. It’s really not that big of a salvage job if you’ve got experience in salvage. It’s certainly nothing like the salvage of the barge that sunk and got wedged against the peace bridge. (read about that one here: http://www.essmnavy.net/Barge%2045%20Sal%20Ops%20Buffalo,%20NY%20(Sep_Dec_86).pdf )
EDIT: By the way, if you’re at all interested in engineering or maritime stuff that salvage report is a great read.
