This doesn’t make sense at all simply because if someone negates on a bill after a certain amount of time (and after collections gives up) we just flag their name and write it off.

I used to work for TW as a service tech. I believe what you have to do is just go to one of the local customer service stations and show proof that you live there (a bill or your driver license) and a note from your landlord saying that the previous tenants moved out. After that, I think you should be good to go and setup another appointment to have it turned on.
