Are the ka24E and the ka24de block the same? Would i be able to put the ka24de head on the ka24E block ?, to build a high compression engine?
no. but the kae pistons will fit in the kade engine. do a search. it has been covered many times.

whats the difference between the two blocks ?
blocks are pretty much the same
water jackets and that line up with the dohc head and sohc block
you need to get all the doch timing chains and guides, but the guides use the same mounting points
wht i’m doing for the timing cover is using the sohc front timing cover and distributer and altima upper timing cover
(the alitma has the distributor mounted on the back of the head, so the upper timing cover doesn’t have the hole for a distributer like the 240sx ka24de upper timing cover)
i’m just deciding what i want to do about power steering right now, since the sohc steering pump mounts on the head, and well, can’t really do that with the dohc, head

maybe a old vw rack and pinion?
