The Bills aren’t going to LA. I’m thinking it’s the Chargers since they’ve had so many problems securing the lease in SD, so they could just move a short distance and market to both cities.
Chargers will end up sucking it up and getting a deal done to stay. San Diego, unlike the Rust Belt, is booming. I say Minnesota.

Jacksonville is the most likely team in the NFL to relocate and then Buffalo I believe.

The fans in Jacksonville don’t appreciate the team at all. Ticket sales are way down. I know they weren’t good last year, but the previous 4 years they were always in contention and couldn’t sell enough tickets. Their merchandise sales are also the lowest in the league and I believe the net worth of the team is also one of the lowest in NFL.
The Chargers will not go to LA. If they can’t get a new stadium built in SD they already have a site sourced in Chula Vista (another city just outside of SD) for a new stadium. I don’t think they care about the new stadium deal anymore though. The Q is pretty nice compared to a lot of other NFL stadiums. But there’s no way in hell the Chargers would go to LA. Too many left over Raiders and Rams fans up there.
EDIT: Lowest 4 NFL teams in net value are Vikings, Falcons, 49ers, and Jaguars. Obviously the Falcons and 49ers aren’t going anywhere, and I doubt Minnesota would either, they have a pretty good fan base. Not saying net value is the end all be all, but the Vikings, Bills, and Jags are all in pretty crappy situations. Only difference is that the owner of the Vikings is trying really hard to get a retractable dome stadium in Minnesota and he just bought the team only like 4 or 5 years ago.
