That’s impossible for any of us to speculate on though, since we were not there. These agents aren’t 19 year old kids that just graduated high school and joined the police force, they are all older, well-trained, hand-picked investigators that are there because they are good at what they do.

In response to the cover photo on Rolling Stones magazine, one of the arresting officers has released pictures of Dzhokar Tsarnaev emerging from the boat. He now faces a hearing for releasing these photos.
^ Heard about this on NPR today, they say he has TONS of photos and was the only official police photographer in the whole man-hunt. He is really involved with the victims and police funds for killed/injured in the line of duty officers. He released these in response to the rolling stone cover, stating that the kid should never be seen in a glamorous way and that this is how people should really see the bomber for what he is.
I am by no means taking anything away from the anger of everyone affected by this scumbag… BUT…
I’m pretty sure MAJOR news publications have had pictures of Osama Bin Laden, Saddam, Hitler, Kim Jon, Pol Pot ETC ETC ETC on the covers…
although I dislike how rolling stones is doing more of a glamor cover than anything…
