For all who are wondering, I called DMV, there’s one page of paper work that needs to filled out due to the double signed title, or you can just white his info out… doesn’t matter.
fyi, you can’t whiteout a title otherwise it makes it invalid…

You need to file for another title only after you send a certified letter to the original owner requesting a duplicate tile, if the letter comes back unopened you ca take that to the dmv and they will send it to Albany. I know because I just deal with this shit.
