Not to mention this thing probably has a line of sight range (the tracking device), so how will the officer pin the projectile on a fleeing vehicle without pursuing himself?How much more pursuit if traffic is in the way?

It’s a good idea, it will probably cut down on the amount of time in a high speed pursuit (if the cops are fortunate), but this won’t stop high speed chases entirely and it won’t always make high speed pursuits less dangerous.
