just worked on it some today finally
yes a two piece with a rubber ring it looks like. looks like the crank pull is the problem. it has a very slight wobble to it, causing the belt to deflect/flutter as it travels towards the power steering pulley. i guess i’ll start with replacing it and see what happens.

I had a 95 non turbo eclipse and my power steering belt did the same thing. I took the bracket off and massaged it in a vise because it must have bent over time. Then I used a washer as a spacer to bring the pulley into align better. It ran ever since, I know your problem sounds different but. My crank pulley was beat up too and I got away with it.
If its worth it. My buddy who runs a garage says they are notorious for popping power steering belts. For some reason that always makes me feel better when my car breaks.
