Because there are no defined poor sections of the country, and it would destroy their ability to develop as fast as they do.
In Dubai, the poor people build everything. And the poor are mostly people who were born in Asia who immigrated there (NOT born in the UAE.) They’re practically indentured servants. The developers even keep them hidden from the public. Dubai city is one of the only cities on the planet where you won’t find a ‘ghetto’ or ‘slums’ in the surrounding area. The lower class is kept in camps far away from the city. Poor people are not even allowed into the city to eat, shop, etc.
Hell, they still had slavery there legally in the '60s.
But that’s one major reason they’re able to pull off this level of development in such a short period of time. So why would they want to help or empower the poor working class? So their projects could take 10 times as long? To make a poor people happy?
Imagine trying to build a tower like this in the US where environmentalists would complain about birds hitting it, or unions holding out for more money and stalling the project. In Dubai, if you try to start a union you’re arrested.
Progress like this always comes at someone else’s expense. But hey, it’s working great for them and their isn’t any incentive to change things :tup:
