No. Clinton created a surplus because he did not cut taxes. Bush thought he could cut taxes and still maintain public works and other jobs that require money from the budget. Think about it if less is coming in, and your spending the same, well your going to run out pretty quick then.
Obviously Obama has spent trillions more than bush did. Theres no denying it. However obama was put into office in the middle of a shit storm.
