No, they are both T28s BUT the S15 T28 has different AR Comp and Exhaust than the R34 T28.
THe R34 also has a plastic compressor.
Both are ballbearing though which is better than the older S14 (the later S14, post 1996 has the same turbo as the S15).
The R33 and R32 had different turbos than the R34 as well, and they aren’t nearly as good as the S15’s T28.
Actually I think just the exhaust is different from the S15 to the R34 GTR not both Compressor and Exhaust AR.
