well i kinda figured everything out. The bi xenon switch thingy works. like the hi to low the slide moves but I have no light coming out. it sounds like the ballast are not even turning on. Maybe because its a shitty ballasts. i need new ones.
probably cooked the ballast. if you get a new one make sure all the connections are good, clean grounds and such. I went threw 3 ballast on my car before realizing the ground had gone bad
