how do i unloack a t mobile phone for a cingular sim card?

as stated, i need to use a t mobile phone with my cingular sim card, when i turn the phone on with the cingular sim in, it says " enter subsidy" what does this mean? and how can i do what i need to?

call tmobile or cingular, or google it.

i did google it, im trying ot unlock the v70 its an older phone, cant figure it out.
