It’s hundreds of thousands of people like you and me working 9-5 with their parent company being a U.S. Gov’t. It’s not self aware and it doesn’t do anything by itself. People do all the work and people talk, people bitch and post on Facebook about their boss being gay or doing immoral things.
It’s quite hard to do any hidden agenda without thousands of people knowing, executing an doing paperwork on it.
It seems hidden and shady because people don’t understand it or bother looking into it. They go by what the media says and politicians say - who obviously lie or are obligated Yo turn back on their unrealistic promises.
