In all honesty, some built in work bench/storage drawers against one wall or the back wall and side wall are always a good start. Epoxy seal the floor with the ucoatit.com stuff, Sheetrock the walls and ceiling, add plenty of fluorescent 4-foot light fixtures on the ceiling and maybe some on the wall on a seperate circuit so you could turn them off seperate from the ceiling. A stationary air compressor with hard lines and multiple ports in the garage with proper moisture traps, in line oilers, etc. and a lift if you have the room.
