Cable is a shared statistically multiplexed service. The more people using bandwidth on a segment, the slower your individual service will be, limiting your connection to your 4mbps allotted speed minimum. That’s how I’ve always understood it, at least, Sonny would probably know more.

comcast also has that speedboost or some BS like that. Download something and after the first few seconds it slows down.
