download bitpim, dont know for sure if itll work with your particular phone though

Download BitPim from bitpim.org. Dont worry about setting up the right phone, cuz we are not going to use a cable.

It shows you an example of good bitrates/samplerates etc to use and how to email it to your phone.
There is a bitpim tutorial somewhere on here, but I cant remember where, try search for BitPim in the TITLE.
Other than that it is pretty self explanatory, open up bitpim, left handside expand MEDIA and click on ringers. There should be a musical note with a green plus sign. Click it and a screen will pop up. You will need to convert the file first, tell it where to find the mp3, set all the settings (channels, bit rate, sample rate, etc) and click convert. When its done the bottom half will unlock and you can edit the song to what you want by using the end pointers on each side (click and drag to move). Play Clip will play the clip in between the arrows, Play Position plays at the current position. You can adjust volume level (but you do not always need to play with this part) When you are done, click ok. The file is in your My Documents –> BitPim –> BitPim.db_Blobs –> ringers. Email that file to your phone. Get it to your phone, and Save As Ringer.

I just get a mp3, then use mp3cutter to edit it, then use a mobile phone uploader to upload it to the net, then download it using the phone itself.
Works fine for a sprint razr.
Works for pictures also.
