So, most “carry” firearms are .380, 9mm, .40, .45, etc.

Unless someone was carrying an FN57 or a higher powered revolver (.44 mag, .460, and so on), had enough training to safely shoot in low light situations, was accurate enough to shoot the suspects face as most of his body was covered by body armor, and could do all that without getting shot or shooting someone elses kid in the process, then anyone carrying could’ve stopped the guy. Even a highly trained person under that much pressure basically shooting in the dark wouldn’t likely hit the target.
