Right now NK knows they can make these threats and get away with it because everyone knows they have no way of following up on them.

If they had a delivery method and made the same threat it would be a completely different situation, and warrant a pre-emptive strike. But in that case I don’t think they would be dumb enough to make the threat in the first place.
