My father has a 2004 Caddy Deville with over 130k miles on it. He has a CEL on for the dreaded P0741 code, which means he needs a new Torque Converter and Solenoid and quiet frankly the repair is probably about $3,000; more then what the car is honestly worth (and dumping this car for another car is not an option really). His inspection is due up in November and in reading the DMV inspection site, it says that CEL only matters if its emissions related. Is this true? Could he pass inspection with this CEL?

if you reset the ecu and put just enough miles on it for monitors to get a reading you can get it inspected. You should disconnect the battery and see how many miles you can put on it before the cel come on. If its more than 50 miles you should be alright. If its immediately you s.o.l
