My father has a 2004 Caddy Deville with over 130k miles on it. He has a CEL on for the dreaded P0741 code, which means he needs a new Torque Converter and Solenoid and quiet frankly the repair is probably about $3,000; more then what the car is honestly worth (and dumping this car for another car is not an option really). His inspection is due up in November and in reading the DMV inspection site, it says that CEL only matters if its emissions related. Is this true? Could he pass inspection with this CEL?

Ive never heard of what either of you are talking about, as far as I knew anything 97 and newer CANNOT have a cel PERIOD in order to pass inspection… You can however clear the cel, drive the car for 20-30 miles to reset the computer and then inspect it quickly before the cel comes back on…ive done this like a half dozen times lol.
If the light is on it don’t pass , ya have to spend over 600 in repairs for the waiver to apply . But the following yr it has to pass legit or your fucked .
Also that code don’t always mean removal , those have wiring issues that cause it morso. Take it to a competent tech and it won’t cost that much most likely
Take a look at the plug on the trans for the lock up sol. I have had that problem once before. The plug doesnt make the best connection and throws the CEL on for it.

Yes that is correct. If it’s emission related, you’re allowed to sign a waiver if you spend more than $500 in repairs and they’ll give you an inspection sticker. If it’s not emission related, you’re good to go.

also it sends an instant red flag to dmv & they will sen a guy out to harass you an see alll your inspection print outs and what not. its a complete pain in the ass.

That’s what I told the tech but he insisted it wasn’t a cat and I insisted it was and it just developed into this circular argument of logic from there. I bit the bullet and went to Jiffy Lube and it passed in 5 minutes. :crackup
if you reset the ecu and put just enough miles on it for monitors to get a reading you can get it inspected. You should disconnect the battery and see how many miles you can put on it before the cel come on. If its more than 50 miles you should be alright. If its immediately you s.o.l

doesnt work like that buddy. infact it has very little to do with “miles” of use at all. Heck, the moment you fire the car about half the readiness checks are performed right there. Secondary air injection for instance. if the engine is cold, the SAI pump should be triggered to turn on and lean out the car for warmup, then shut off at XXX temp later. So without even putting it in gear and moving, if your SAI system isnt working (turning on, leaks, flows wrong, etc) not only will the readiness say fail/incomplete it will throw a code and moments later the CEL will be on.
Speaking of which, John correct me if I am wrong, but you are allowed 2 failed/incomplete readiness, (<- rather sure on that one) and 1 or 2 codes but NO visual check engine light (<-not so sure on that one).
or… if you are cool like some of us, you can hard set the ecu’s 8 readiness checks to pass, CEL’s codes can be set to be ignored and wont have much to worry about come inspection time. :ninja So I hear.
