A few minutes ago I was on the thruway and I saw a trooper turn on his lights, wait for the driver ahead of him to move, and then turn off his lights. I’m not sure if this happens often but it’s the first time I’ve seen it.

if there is a sign that says “keep right except to pass” (like on some parts of I90) they would technically be failing to obey a traffic control device if they are not actively passing someone. it might get dropped in court, but it’s enough to get a ticket issued in the first place.
