Dog was quite a bit further away, and iirc they were screaming when the dog was getting attacked.

If anything blame the owner of the dog for letting the dog out on it’s own in a neighborhood where there is danger present without any control of the dog.

What if a car hit the dog? When a housepet is out on it’s own in the streets and s%$t happens, blame the owner.

I think that was the owner of the dog yelling in the distance. The lady says in the description that she realizes that she made the situation worse by filming the deer and making it nervous as well.
