exactly what makes you think the state lottery outcomes lost revenue?
If they lost money I bet they woulda put a stop to that shit real fast… I mean the lottery is a business and if any business loses money long enough it closes… 
I’m not elderly, and I am not on the financial board of the PA state lottery, so I can’t say whether or not they loose money.
