Track is the safest…I would avoid the 400, as cops like to hide…Try the 198 or old transit road.
If you feel like going on an adventure and spending a few dollars the 407 express toll road in canada is definitely safe. thats the first place i went when i wanted to do a top speed run
except the points transfer over so you would still be fucked.

Its a privately funded and managed highway…every once in awhile they do a police sting on it but its like once every few months. other than that its like free rein
