update -
the spca, and a pit bull rescue from rochester both came out and assessed the situation. im assuming the spca spoke to the owners bc conditions have improved greatly from when i made this post. his house is now up on cinder blocks, and is tied down so it wont blow over anymore. also he has had water every day for the last few weeks
i only see him around 4 pm everyday, so i dont know if they bring him in at night, or walk him or whatever but i seriously doubt it.
the spca cant take him because he has adequate shelter, is not visibly abused, ect. it still makes me sad to see him chained up like that, but for all i know when they come home from work (HA! work…) they walk him and stuff, but probably not
it is not in my opinion at all a happy life for the dog, but like i said before, he has all of the necessities, so…
