Every tax in Erie County is used in some way to pay for Medicaid. That 25% the county has to kick up to the state came out to around 205 million in 2016 on a budget of 1.3 billion. So almost 20% of Erie County’s entire budget gets sucked up before the county can allocate a penny to things in the county.

Focusing solely on that issue; If this passes, will it mean an immediate positive effect for Erie county? Or do they just make up the loss in tax revenue by screwing us on state level taxes? I can see them fighting to keep the Cadillac plan by getting funding from other places.
According to Jays link NY pays more than 100 times more than Wyoming. Just sayin. 
You can’t really say for sure. Obviously NY at a state level is going to want to keep their Caddy, it keeps the liberal downstaters happy. Paying for it gets MUCH harder though when they can’t just mandate it at the county level.
What will the county do with a huge tax surplus? Ideally they’d refund it to the taxpayers but who knows. I will say if there wasn’t immediate and significant property tax cuts county wide you’ll see a massive turnover in county government next election. For decades republican and democrat county officials have blamed high property taxes on the Medicaid mandate, rightfully so, making it political suicide to lose that mandate and not reduce taxes.
If this passes with the Chris Collins amendment intact I’m going to nominate him as Upstate God Emperor. Even if the entire rest of the bill is terrible this one little paragraph will be a huge win for anyone in NY outside of NYC.
