Why was he saluting? He should have his hand over his heart since he was never in the military. I read something from the USO a long time ago civilians salute the troops with hands over their hearts.

ok, I was just told by a Navy reservist who is a sales rep for me that is correct. For him because he is Commander in Chief and for civilians we can salute fallen soldiers as a sign of respect.

So you’re saying “when called into the actual service of the United States” means only at times of war? If if it does mean that, which I don’t think it does, what do you call the war in Iraq?

Well, if you read the constitution, you see that he is always commander in cheif of the army and navy, and is also commander in chief of the state militias when they are called upon to serve the nation.
