title-ing a vehicle in NYS(not from NY)

so the corolla i bought is registered in CA and will need to be titled here in NYS.

i am aware that i need one of two proof of ownership items(title OR Bill of sale) to title it here in NYS.
…the only problem the owner does not have a current title for it and can not get one because the vehicle will not pass smog tests(dual carbs).

my question is this. has anyone titled a car in NYS with just a bill of sale/registration of the previous owner? and how much of a hassle is this?

im pretty sure u cannot register it with out a title

i did fool

when i registered my car from vermont, i needed both the title and bill of sale (for taxes)

theres few ways to do it, none of which are easy

can file for a lost title (nightmare)

or take the car to a state that you dont need titles in, register it there.

sounds like bullshit. What does smog have to do with ownership? You should be able to get a title regardless.

smog doesn’t have anything to do with ownership. you don’t need a title to own a car in all cases.

now if you want to register the car AKA state that you plan to drive it on the street

now that’s a different story.
