Sheriffs do have jurisdiction on highways. I found that out a few weeks ago when I asked my cousin thats a sheriff.
He said theyll stop a car for something obvious but wont set up a speed trap on the highway. His department sort of frowns upon highway stops.

Well I got pulled over on RT 85 on the Albany/Bethlehem line by an unmarked car with lights in the grill and the guy got out wearing jeans and a flannel shirt and smelled like beer. He was pissed because after he pulled up behind me when I was going about 80 he got about a foot from the back of my car so I took off not realizing it was a cop (no siren or lights going, was not a crown vic but looked like a newer style malibu) He claimed I reached 120 or so, who the hell knows, but by the time he caught up the lights were going. I bet the fucker was at a picnic or something and had a few, and got pissed because I wouldn’t get out of his tailgaiting ass way so he could get home quicker. By the way, he also let me go even though I apparently was more than double the speed limit- it pays to know people.
Anyway, any type of police car has the authority to pull you over, unmarked or not. Also, sherrifs have jurisdiction anywhere within the county they work whether its the highway or some bumfuck backwoods field.
And since nothing happened to your mother (thankfully) I would guess this may have been legit. If the guy was shady why did he not do anything shady? Was she speeding?
Tel her to call and find out what was up I guess.
well pjb, i saw one setup on I88 about 6 weeks ago, one sherriff sitting shooting radar, other pulling cars over.

My neighbor has unmarked cop cars as well as traditional colonie po cars in her driveway trying to catch speeders. They bitched about it(Sully) and now every once in a while they will post up while they are at work in their spots. For warning if speeding on VLY.

Dude, that wasnt a cop. Amsterdam only has 2 unmarked cars, a black car with flat black decals, and the black Durango with flat black decals. NO red car at all. not to mention amsterdam city cops cant do anything in the town at your house. Its trooper or sherif only. You def need to call the sherif and maybe even the troopers in town. they will tell you right away if they do or dont have a car that matches the discription. Dont worry about giving away your location and name, its a safety thing man… just tell them what they need to know and let them help you. Even if it was legit, its days later they cant give you a ticket for anything now.
