If the tires are mounted on the wheels, just get some industrial plastic wrap and wrap them up in stacks of two with a sheet of cardboard on the top and bottom.
Slap a fedex label on each stack and you’re done. Have shipped about seven sets of wheels/tires this way over the years and it only costs $50-$70 per set of four.
