Indeed, Rspeed uses a somewhat widespread format where there is a premium membership which can be purchased, which will give you a bag of physical goodies, and special forum privileges.
It used to be the local area’s forum until Mike (owner) has moved to Rochester and decided to make it more of a National forum, which is part of the reason for creating Shift518, to bring back local coverage and discussion.
