What is considered “on topic” on this site? I go to the on topic section, and it’s also just a pile of random nonsense, just like here?

on topic is the section for threads that you dont want filled with useless BS postwhoring. they are watched and kept on topic by the mods
whatever the mods and admin’s deem that is worthy of on topic…
if you have a real question or want to post something with some value.
So why do we have an on topic section again??
if you look under the "ON-TOPIC title it says “Serious Discussions and debates. Forum Rules are strictly enforced. No Post whoring, flaming, thread hijacking or smart ass replies.”

Yeah, I read that… Serious discussions and debates on what? Everyday life, religion, sex, etc…? Oh yeah, in other words random off topic stuff. So basically the on topic forum is off topic with chaperone’s 
Take turbo Buick's for instance. The main "topic" of the board is your car, your GN, T-Type, etc. It's split up into different area's of discussion about your car, and you have the obligatory "off topic" nonsense section. You are clearly there to discuss all things turbo buick
What is the "topic" here? Not busting the boards e-balls, hell I kind of <b>like</b> it, but I'm just curious as to what the main focus and original reason for being is.
