What shop would be the best deal to have major bodywork and paint done?

Got a 65 stang that needs all of its rust and dents repaired and painted. Its from arizona so it doesnt have alot of rust but it has some because of its age. It had a crappy paint job done in AZ and that all needs media blasted off and repainted like new.

Also, would it be better to do body work and paint before or after doing the engine transplant?

Do the body work first.

I do not reccomend shopping body shops on best deal criteria. Find a shop that doesn’t compete on price rather quality.
