Who makes the rules?

If this converstaion is based on morals and beliefs, how can one say that someone else’s morals are “close, just off in a slight tangent”? To you, killing may be bad. To a random person walking down the street, they may feel killing is a good thing. Morals are based upon how the person was brought up and raised.

Killing in general world civilized society is considered “bad”.

My question is, who says so and why?
