From the sound of everything your saying, it would pass inspection.
And the new stations… we’ve been using ours since the beginning of November. had to have a systech guy come out and force an update but other than that no issues…
The weld is added material to the unibody. It will not fail unless it takes away from te integrity of the frame. Your mechanic sounds like an asshole.
You can weld a frame back up and it passes inspection. People get their licences and assume they know the rules the first time they read them, or make their own up. I could have gotten at least 30 inspectors fired for failing things that dont fail, or for missing obvious things like the front end falling off, broken springs, missing convertors etc.
Cant tell you how many times i have been told you cant fail a bad balljoint unless it falls off the car when you lift it. They failed to read the section that states excessive freeplay in the steering and suspension fails. You cant fail a slight play in the front end, but when the wheel moves 2-3 inches Id call it excessive.
Cliffs: Most “Mechanics” are idiots and just because you have a fancy card from the state, it doesnt make you an expert on something.

To the OP, sounds like your hitch assembly is on there good. I can understand failing if the hitch assembly is going to fall off. I wouldn’t want to drive behind you if your trailer or hitch assembly fell off. My advice is find a new mechanic.
As a caveat, adding material could reinforce the crush zone, which could lead to high impact forces, which could increase the severity of injuries to the occupants, or could increase the chance of intrusion to a secondary vehicle. For that reason you can’t reinforce outside the passenger compartment (beyond front and rear axles) in some racing series. But that is another can of worms.
Reinforcing a tow hitch assembly - o.k.
Boxing in a whole trunk with .250" walled tube - bad
Snow plows on trucks - worse (but completely legal)
