4 banger cavaliers are a dime a dozen and can get decent gas mileage. Reliability would depend on how well it was taken care of. And parts are cheap.
A Neon would be great for this too.
DOHC 5 speed should do 32-35mph and a SOHC 5 speed would be 40+. Both can run 14s NA with very few mods and get as good or better gas mileage than stock.
geo prizms were essentially rebadged toyota corolla. (read: not a domestic)
edit: that said, they are awesome (reliable, not fun) cars. i would recommend buying one.

1995 olds cutlass, 3.1L v6 ~28 mpg around town, auto 4 door navy blue, 65K, old person owned, looking at 1700 firm new tires
And sometimes a pain in the ass to change the rear plugs.
But other than that awsome cars and look decent when they are cleaned up.
i have a 2000 hyundai sonata awsome DD gets awsome gas milage. this car has never let me down it starts everytime.
I have a 98 saturn 98 dohc, 5 spd, gets 30+mpg , never had a problem, runs great…
and i know someone with a 98 neon, sohc, 5 spd, for sale on the cheap…
