I’d have to say, if you want easy to mod and cheap to run. The GTP is probably the best route for you. Granted it’s not the best handling/sexiest, but it’s a solid car with a simple proven engine.
Here’s my advice: buy a reliable car, cheap to insure, easy to maintain, etc. You’ll be able to eat normal food through college.

Yes, but my wheels are stock. I didn’t actually attempt to make my car uglier as you have done with yours. That would pretty much be impossible, because my car is pretty ugly from most angles. It’s like the myspace chick…

aside from that, good luck with either engine. i’d go with the 1.8, do a few fun mods, have b00st stock, and i dunno… turbos are more efficient that SC’s - plus, don’t think you’re ready to SC/TC a 3.2 like walter’s. it sounds like for your budget you’re looking for something fairly quick for pretty cheap, with a couple mods - i’d go 1.8 turbo. did you drive any yet? if you have the cash, check some used dealers and go check themout
