Nah IAC is fine i just cleaned it. I took the TPS off and scanned and it was down to 4%, put it back on and back up again, now you dao have to twist the sensor a tad when installing to fit the butterfly end valve on the sensor itself and thats where it is getting the extra 16%. My previous one was like that as well. Maybe it has to be around 18-20% at idle but i highly doubt it
