Canada has considered going with a tiered system. It sounds like the best of both worlds.
Auto insurance is like that in British Columbia. ICBC provides the basics and you can top up with private insurers.
In Saskatchewan and Manitoba their car insurance is full state-run. They set their margins and cut rates or issue checks back to the people if they out-perform their benchmarks. imagine that eh?
The problem with the US Gov’t is that it’s set up such that nothing that major like the french system could ever be passed. To get anything through now you need a President, House majority, and 60 Senate seats all on the same page, and a friendly Supreme Court to make sure it doesn’t get wiped out. Any roadblock along that way and you’re left with the status quo. By the time you grease all those palms, what you started with is damn near unrecognizable.
One thing about dictatorships, at least they’re actually able to get shit done, for better or worse.

I was pondering over this for a while the other day… dictatorships have a distinct advantage over democracies in the speed of government in the face of minimal opposition. Imagine a hyper-benevolent dictator in the 21st century… oh wait… Chavez 
except he still has to waste time with elections and pleasing some of the electorate.
