Doesnt snow get stuck up in the wheelwells with it being so low?

My Elantra was fairly low but at stock height and snow always got stuck up in the wheelwells above the tires and it shook horribly on the highway. My Neon used to be the same way.

when I had the summer tires on it did but with the snow tires its doesnt for some reason
