the criminals would not pay that much for a bullet, the criminal will not have a permit and fill out the necessary forms, the criminal will have the best weapon he/she can get. Projectiles are easy to manufacture…just a bit of malleable metal or plastic and some elbow grease.
Brass can be recycled or other materials can actually can be used when/if necessary (aluminum, plastics, cellulose).
Powder can be made when necessary, all it takes is some know how, simple chemicals and a basic understanding of flame front theory and burn rates of materials to get the right characteristics for the load you want.

thats all nice and everything, but how many of those gun deaths were perpetrated by people that were not legally allowed to have the gun they had in the first place? I think we should worry more about enforcing the laws we already have on the books, and making sentences harder for those that break those laws, than making more laws.
