If 1 or 2 had anything to do with it chances are they would have bombed a federal building, not a civilian target like the marathon.
Keep in mind the Elite runners had already finished about 2 hours before these went off. Most of these people were more recreational runners.

The timing sorta threw me off too. Wouldn’t you want it earlier in the day when it was bit more higher profile? It looks like it was still packed down there during the explosions but wouldn’t it be busier earlier in the day?

^ The timing thing could be something as simple as the bomber couldn’t get access when the finish line was mobbed as the winners were approaching.
I’m still surprised with that many people around that no one noticed someone dumping two big duffle bags in two different trash cans.
It’s been 10 years since a really successful terrorist attack on the US and primary focus was on friends and family at the race.
The US never really had attacks similar to what happened in the UK with subway attacks etc.
