According to my friends who live there, groups of people acting like idiots in the street, yes. Martial law? No.
Gotta control the resident animals somehow.

A bunch of people turned out for a vigil for a kid shot by cops. Supposedly he pulled a gun on them. A few of the mourners, obviously delerious with grief, knocked over a fruit stand and vandalized a drug store. Then went home.
Not exactly Brooklyn under martial law. 
More than 100 people took part in the vigil. The unruly group reportedly broke away from a march toward the 67th Police Precinct and overturned garbage cans. A fruit and vegetable stand outside a bodega was also knocked over.
Video from the scene showed damage to a Rite Aid and an MTA bus.
The crowd eventually dispersed late Monday. Riot police remained on the scene Tuesday morning.
