Car won't turn over.

Solenoid is clicking,
Motor turns about an inch, then rolls back.
Shouldn’t be seized, I turned it over by hand before putting the cams back in, cams aren’t over tightened,
Can’t tell if the timing chain is bound up, but I don’t think so… it doesn’t look like it.

It’s an SR Blacktop… Whoops, forgot to mention that…

HELP! I need to get this thing running so I can get to Southern Ontario preferably this weekend…

Oh yeah, it’s not Hydrolocked either, I pulled the plugs and it still wouldn’t turn over.

this is probably obvious, but… battery?

or is it turning fast for a second then hits something?

Yes, it seems like it’ll crank fine but it just STOPS… Like it’s binding against something, or seized, or something. Brand new battery. Won’t crank by hand either. Is it possible the timing chain is bound up somewhere? And what’s the easiest way of checking it, and fixing it if that’s the problem??
