If you plead guilty your payment goes to the state for the driving offense. I am almost positive that is correct. If you plead not guilty, the town can lower your charge to something smaller such as a parking ticket and also throw on a court fee so they get the majority of the ticket.
I am not 100% sure but I think that is the way it goes.
