Add to that a $1,700 Gas guzzler tax, $2,000 for chrome wheels and another $10,000 for the only Option package available that adds upgraded seats, side air bags, Bose audio, a nav system, Bluetooth, power tilt/telescoping steering wheel and leather-wrapped interior, and you’re looking at a grand total of $117,000.
Granted buying a ZR1 for sticker will be difficult the first year.

So to answer the second part of your question: these companies have been battling since 60’s for whose is faster or has more HP this is just another competition. These cars are used as Halo cars to show technological advancements.
Go buy a bubble and laugh in it. Hopefully people buy these cars to drive them and not park them and look at them. Additionally, different insurance companies cover track events differently. If it is not a timed event some will just treat it as driving school. Obiviously the owner should check on this first.

All f-bod LT1’s were rated at 275. So why do they ALL dyno around 245-255 AT THE WHEELS?
The LT4 GS 'Vette was rated at 330. So why do they ALL dyno around 295-310 AT THE WHEELS?
All f-bod LS1’s were rated between 285-305 (non-ra). Again, they all dyno around 290 at the wheels.

They always put a little cushion (sometimes a lot, lol) into their numbers. Even the damn crate motors that they sell always dyno more than what they advertise them at.
You put that Viper up on such a pedestal, and you think it’s just the most incredible machine ever.
It holds the record, yes, we all know that. It is a very fast time, noone is doubting it. It is a track car built to whoop ass on the track, and get-by on the street. Track is the priority, street is secondary. The 'Vette isn’t built for that purpose. It is a seriously fast street car, that can dabble on the track, but won’t beat the shit out of you cruising around town.
Maybe once you could just swallow your Viper pride and acknowledge that other manufacturers build some great stuff too.
Just to put things in perspective, we are talking about 2 different cars lapping a 13 mile insanely difficult circuit within 5 seconds of one anothers lap time, that is a tiny difference
