Does a 1995 car need to pass emission inspection?

Well, I have a 1995 Subaru Legacy LSi Wagon
For inspection does is it for safety and emission or just safety

^^it still has the cats on them it just has a check engine light and i dont know if i need to fix it before i go get it inspected or can i still get it inspected without fixing it as of right now.

You can’t pass with the CEL on, but if you have stored codes and the CEL is off you’re OK because they don’t scan pre OBD 2 cars. Are you sure the code is for a cat?

The rest is visual.

As far as I knew on pre-OBD2 cars the don’t even look for a check engine light. But to answer the question, All it needs is to have the emission components installed, they don’t have to work. Visual only.

I think all cars visually have to have a cat right ?

gasoline powered '75 or newer and under 8500lb technically, but if it is 26 model years or older safety only in NY.

Pre 96 cel on is notification only. it will pass an inspection, Num82 is correct visual only for the equiptment being there and not tampered with

I believe some cars had OBDII in 1995, do they have to pass like the 1996 cars do?
