does anyone know why they tar & chip roads

I know a guy that got a new paint job on his truck after filling out some paper work from PenDOT. Don’t know how true this is, but he had new paint. :dunno:

Alittle different situation but pendot paid for my cousins car to be repainted after doing some roadwork in front of their house. Not sure how good it will hold up, but definitely worth a shot.
