there is a central hvac system… its not enough to cool the room right now.

what type of system, if its office space it should be a PIU or a VAV.

go above the ceiling and open the damper on your vent, right now its prolly closed unless yours is on the end of a run. it will help you significantly, but everyone else after you down the run will hate life. dont do the fan thing it may help a little but the air has nowhere to go its gonna blow out the return vent if there not ducted, and if they are it will find a place.
